17 Plaintiff Joshua Forster, a civil detainee, is appearing pro se in this civil rights action.
18 Following reassignment to the undersigned on October 6, 2025 (see Doc. 5) and a review
19 | of the docket for this action, presently before the Court is Plaintiff's application to proceed in
29 | forma pauperis. (Doc. 2.) Individuals detained pursuant to California Welfare and Institutions
91 || Code § 6600 et seq. are civil detainees and are not prisoners within the meaning of the Prison
9 | Litigation Reform Act. Page v. Torrey, 201 F.3d 1136, 1140 (9th Cir. 2000). Examination of
73 | Plaintiffs application reveals that Plaintiff is unable to afford the costs of this action.
2A Accordingly, Plaintiff’s motion to proceed in forma pauperis (Doc. 2) is GRANTED.
